24th is a national holiday.
No admit cards will be handed out on the twenty-fourth.

The KMR for a whole 11 minutes (give or take another ten minutes) was decided that admit cards would be handed out on the twenty-fourth.
Then, they were overwhelmed by the magnitude of their (promised) sacrifice. They recanted.

Therefore, no admit cards on the twenty-fourth.
